Project U-5727:   Alternative 2, upgrade U.S. 1/15-501 and relocate Tramway Road behind the VA Outpatient Clinic & Westfield Rehabilitation and Health Center has been chosen as the preferred alternative for this project.

Project U-5727: Project Newsletter - January 2022, announcing the selection of the Preferred Alternative for project U-5727 can be viewed or downloaded here.

Project Overview:

U-5975: The N.C. Department of Transportation is proposing improving U.S. 1/U.S. 15/US 501 to a Reduced Conflict Intersection, sometimes called Synchronized Street, from U.S. 15/US 501 (White Hill Road)/Rocky Fork Church Road (S.R. 1179) to north of Bryan Drive (S.R. 1198).  The left turns from Lark Lane, Arthur Maddox Road, Chris Cole Road, Hickory House Road, McDaniel Drive, and Bryan Drive to U.S. 1-15-501 would be eliminated. The left turns from U.S. 1-15-501 to White Hill Road/Rocky Fork Church Road would be eliminated. Median openings with bulb outs to accommodate U-turn movements are proposed approximately 600 to 1,000 feet from each intersection.

U-5727: The N.C. Department of Transportation is proposing improvements to the intersection of U.S. 1 / U.S. 15 / U.S. 501 and N.C. 78 (Tramway Road). The improvements include the upgrade of U.S. 1-15-501 to a Synchronized Street from south of Bryan Drive (S.R. 1198) to north of Carthage Street (S.R. 1237) and the relocation of Tramway Road. The purpose of the proposed project is to reduce congestion on U.S. 1-15-501 at the  N.C. 78 (Tramway Road) / Center Church Road and Pendergrass Road intersections.

Project Highlights:

  • U-5727 Alternative 1 will relocate Tramway Road (N.C. 78) to a new alignment, moving West from Bruce Coggins Road between the VA Outpatient Clinic and the Westfield Rehabilitation and Health Center, and will intersect US 1/15-501 across from the existing Pendergrass Road intersection. The existing stretch of Tramway Road from US 1/15-501 to Marketplace Drive will tie into the realigned Tramway Road behind the VA Outpatient Clinic. This will be a reduced conflict intersection design and only right turns will be permitted where the two new alignments of Tramway Road meet. A newly constructed U-turn bulb approximately 1000 feet east in front of the Westfield Rehabilitation and Health Center will allow movement to the west on the newly realigned Tramway Road toward US 1/15-501. A section of Tramway Road, from the Westfield Health Center to Marketplace Drive, will be used as a service road with a cul-de-sac for property access just east of Marketplace Drive.

  • U-5727 Alternative 2  will relocate Tramway Road from approximately 2000 feet east of Bruce Coggins Road, moving west behind the VA Outpatient Clinic and the Westfield Rehabilitation and Health Center, to connect to U.S. 1/15-501 at the Pendergrass Road intersection. The existing stretch of Tramway Road from U.S. 1/15-501 will tie into the realigned Tramway Road approximately 1000 feet east of Bruce Coggins Road. This will be a reduced conflict intersection design and only right turns will be permitted where the two new alignments of Tramway Road meet.

  • The proposed relocation of Tramway Road to the Pendergrass Road and U.S. 1-15-501 intersection would improve congestion at the existing Tramway Road and  U.S. 1-15-501 intersection, and provide a new U.S. 1-15-501 intersection with improved alignment and turn movements.

Project History

U-5975: The section of U-5975 along U.S. 1-15-501 was identified in the Lee County Comprehensive Transportation Plan as a highway needing improvement.

U-5727: The section of U-5727 in Lee County near the City of Sanford was identified as a Primary Project in the Lee County Comprehensive Transportation Plan and supports the North Carolina Transportation Network and Strategic Transportation Corridors improvement strategies.

RESOURCES FOR PROPERTY OWNERS

Although the N.C. Department of Transportation works to minimize the number of homes and businesses displaced by a road project, it is inevitable, in many cases, that a certain amount of private property is needed. The following information explains right of way acquisition and answers questions about the process.
