OVERVIEW


This project will resurface, restore, and rehabilitate the existing asphalt pavement, which will extend the service life of the existing roadway, enhance safety, and improve drainage. The project will be funded by the American Rescue Plan (ARP) Program.

The project’s boundaries are within the City of Tampa’s jurisdiction and extend approximately 1.27 miles along North Howard Avenue from West Kennedy Boulevard to West St. Louis Street with the exception of the segment under Interstate 275. This area was previously resurfaced by the Florida Department of Transportation. 

Pedestrian safety improvements and multimodal accommodations are included in the scope of this project. Rectangular Rapid Flashing Beacons (RRFBs) will be installed at West Gray Street, West Cass Street, West Spruce Street, West Cherry Street, West Palmetto Street, and West Beach Street.

Also, the posted speed limit will be reduced from 40 mph to 35 mph.

PROJECT DETAILS 


Elements of the project include:

  • Rehabilitate the existing asphalt pavement along North Howard Avenue from West Kennedy Boulevard to West St. Louis Street.
  • Reduce the posted speed limit from 40 mph to 35 mph.
  • Implementation of Americans with Disability Act (ADA) improvements including Rectangular Rapid Flashing Beacons (RRFBs) at West Gray Street, West Cass Street, West Spruce Street, West Cherry Street, West Palmetto Street and West Beach Street.
  • Implementation of multimodal accommodations with pavement markings for sharrows (pavement markings) from West Kennedy Boulevard to West Beach Street and bicycle lanes from West Beach Street to West St. Louis Street.

During this time, residents and motorists traveling on North Howard Avenue should be aware of the following:

  • All associated work will be conducted Monday through Friday from 8:30 a.m. to 5 p.m. on minor roadways (local roads) and 9 a.m. to 4 p.m. on major roadways (collectors and arterials)
  • Construction is scheduled to begin in January 2024 and is expected to be complete by mid-2024.
