The Utah Department of Transportation (UDOT) will construct a Restricted Crossing U-Turn (RCUT) intersection at US-89/91 and SR-23 (Center Street) in Wellsville.

Project Overview
The Utah Department of Transportation (UDOT) will begin construction on a Restricted Crossing U-Turn (RCUT) intersection at US-89/91 and SR-23 (Center Street) in Wellsville as early as Monday, May 4, 2026.
An RCUT intersection improves safety by changing how left turns are made. Instead of turning left directly at the intersection, drivers on Center Street will turn right onto US-89/91 and proceed to a designated U-turn pocket to continue in their desired direction. These intersections are well-suited for rural, high-speed roadways and help reduce the risk of severe crashes, such as head-on and angle collisions, by simplifying driver decision-making.
This design safely accommodates a wide range of vehicles, including farm equipment and semi-trucks with trailers. Each direction will include 16-foot turning lanes and 12-foot through lanes, and the U-turn locations are designed to allow large vehicles to navigate the intersection safely and efficiently.
What to Expect During Construction
Work is scheduled Monday through Friday, 7:00 am to 5:00 pm, with occasional nighttime and weekend work.
During construction, the public can expect:
Reduced speeds through the work zone
Shifted and narrowed lanes
Increased noise and vibration from construction
Increased truck traffic in nearby areas
