Loch Highlands Drive (Collector) - Kildaire Farm to Penny
Cary, in coordination with the Lochmere community, has completed the installation of traffic calming devices (speed humps) along Loch Highlands Drive. This project has provided a unique opportunity to evaluate traffic calming along a Collector Street that is critical to the larger transportation network. Part of the solution in this case is a new-to-Cary device, the offset speed hump, to better accommodate emergency vehicle access.
Cary staff are grateful to the Loch Highlands community for their support, assistance and patience throughout this project life cycle. Please note - our survey has been updated as of September 2023 to include an opportunity to provide input on the new lane separators that have been installed to supplement the offset speed humps. Cary staff have collaborated with the community representatives to identify traffic calming devices and locations that are acceptable to the neighborhood and in keeping with the goal of reducing traffic speeds along Loch Highlands Drive. We have finalized the placement of speed humps and a raised crosswalk and received the support and acceptance of the community Traffic Committee. The project was completed in late 2022, early 2023 and is currently being observed to gather information that can be used to evolve our Traffic Calming Program. Based on feedback received from residents and community leaders, Zicla lane separator devices were installed in September 2023 to supplement the offset speed humps. These devices are inteded to support the offset humps by encouraging drivers to maintain their lane position as they approach the humps. The devices are spaced to permit emergency vehicle access (when necessary) in order to maintain the original intent of the offset hump, which was to minimize impacts to emergency vehicle response times.
