في مايو 2021، صوتت لجنة الإسكان في سان أنطونيو على تشكيل لجان فرعية لاتخاذ إجراءات محددة من إطار سياسة الإسكان (HPF) الذي قبله المجلس في عام 2018. في 21 ديسمبر 2021، تم اعتماد خطة تنفيذ الإسكان الاستراتيجية (SHIP) وحولت اللجان الفرعية جهودها لدعم مبادرات SHIP، والتي تتضمن استراتيجيات HPF غير المكتملة. إحدى هذه اللجان الفرعية هي اللجنة الفرعية للمشاركة العامة والتواصل.
