The N.C. Department of Transportation is proposing to upgrade Dabney Drive (S.R. 1162) from Coble Boulevard to U.S. 158 Business in Vance County.
Project Design Concepts
Two concepts were initially studied for this project:
Concept 1:
- Upgrade Dabney Drive for eastbound traffic
- Use existing Corbitt Road and the former railroad corridor for westbound traffic. This is also referred to as a one-way pair roadway.
The current designs for Concept 1 propose two intersection options at Dabney Drive and S. Garnett Street (U.S. 158)
- Option 1 proposes a traditional intersection, similar to the existing intersection
- Option 2 proposes a roundabout
Concept 2: Upgrade Dabney Drive to a four-lane divided roadway with a raised median and curb and gutter.
Preferred Alternative
Based on comments received following the public meeting and stakeholder meetings, design revisions to Concept 1 Option 2 were studied.
Concept 1 Option 2A includes a shift of the roundabout at Dabney Drive and S. Garnett Street (U.S. 158) to Dabney Drive and Dorsey Avenue/Oxford Road.
A potential roundabout at Dabney Drive and S Beckford Drive/Graham Avenue was considered but is not being carried further based upon additional analyses.

Purpose and Need:
STIP Project U-5890 will provide upgrades to Dabney Drive (S.R. 1162) from Coble Boulevard to U.S. 158 Business in Vance County, NC.
The purpose of this project is to improve mobility along Dabney Drive, an important east-west route in Henderson. The Dabney Drive corridor is anticipated to experience increased delays by 2040, with moderate wait times at several intersections along the corridor. Another benefit of the proposed project is enhanced pedestrian and bicycle accommodation along Dabney Drive.

The section of Dabney Drive from Coble Boulevard to U.S. 158 Business has been the subject of long-range planning at both the state and local level, including:
The Vance County Comprehensive Transportation Plan (CTP) states Dabney Drive is a thoroughfare that needs improvement to relieve existing congestion. The CTP recommends providing a one-way pair facility (two-lanes in each direction) from U.S. 158 Business to Cooper Drive, utilizing Corbitt Road to carry westbound traffic.
NCDOT is collecting information within the project study area for inclusion in the environmental document.

A public meeting was held on June 27,2019 in Henderson, to obtain stakeholder and public input regarding the project's design.
A second public meeting to show the revised design to the public is scheduled for February 13, 2024 in Henderson, NC to obtain stakeholder and public input regarding the projects's design.
