The NC Department of Transportation is proposing to upgrade Dabney Drive (S.R. 1162) from Coble Boulevard to U.S. 158 Business in Vance County.
There are two concepts under consideration for this project:
Concept 1: Upgrade Dabney Drive to a one-way pair facility with Corbitt Road using the existing roadway and the former railroad corridor. On the one-way pair facility, eastbound traffic would utilize Dabney Drive and westbound traffic would utilize Corbitt Road. The current designs for Concept 1 propose two intersection options at Dabney Drive (S.R. 1162) and S. Garnett Street (U.S. 158):
- Option 1 proposes a traditional intersection, similar to the existing intersection
- Option 2 proposes a roundabout
Concept 2: Upgrade Dabney Drive to a four-lane divided facility with a raised median and curb and gutter.

Purpose and Need:
STIP project U-5890 will make upgrades to Dabney Drive (S.R. 1162) from Coble Boulevard to U.S. 158 Business in Vance County, NC.
The purpose of this project is to improve mobility along Dabney Drive, an important east-west route in Henderson. The Dabney Drive corridor is anticipated to experience increased delays by 2040, with moderate queuing at several intersections along the corridor. Another benefit of the proposed project is enhanced pedestrian and bicycle accommodations along Dabney Drive (S.R. 1162).
Project History
The section of Dabney Drive (S.R. 1162) from Coble Boulevard to U.S. 158 Business has been the subject of long-range planning at both the state and local level, including:
- The Vance County Comprehensive Transportation Plan (CTP) states Dabney Drive (S.R. 1162) is a thoroughfare that needs improvement to relieve existing congestion. The CTP recommends providing a one-way pair facility (two-lanes in each direction) from U.S. 158 Business to Cooper Drive, utilizing Corbitt Road to carry westbound traffic.
NCDOT, in collaboration with the City of Henderson and other stakeholders, has begun the planning and design of the proposed project. NCDOT is currently collecting information within the project study area for inclusion in the environmental document.
