The operating plan lists the federally funded transportation planning activities that GTC, its member agencies, and other municipalities in the 9-county Genesee-Finger Lakes Region will advance during the next fiscal year.  Transportation planning activities include specific projects and ongoing tasks that reflect the vision of the Long Range Transportation Plan 2045 (LRTP.)  Tasks range from active transportation plans that promote bicycling and walking to a railroad corridor plan that promotes economic development. 

GTC will provide special accommodations for anybody who wishes to participate in this planning program despite disability or proficiency in English. Please contact GTC at (585) 232-6240 or send email to contactgtc@gtcmpo.org to arrange for auxiliary aids or language services. 

After the GTC Planning Committee reviews and consider public comments, the GTC Board will consider the final UPWP at its February 9, 2023 meeting.

Public input during the development of the UPWP is essential to make sure the process provides full and open access to all. 

We encourage people to view the draft document either online or request a printed copy and tell us what you think.  The formal public review period runs through February 8, 2023.  Then, the GTC Planning Committee will review a revised version and recommend to the GTC Board for final consideration and adoption on February 23, 2023.

It is the Genesee Transportation Council’s policy to assure full compliance with Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, and related statutes and regulations in all programs and activities. Title VI requires that no person in the United States of America shall, on the grounds of race, color, gender, or national origin be excluded from the participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity for which the Genesee Transportation Council receives federal financial assistance.

Any person who believes they have been aggrieved by an unlawful discriminatory practice under Title VI has a right to file a formal complaint with the Genesee Transportation Council and host agency, Rochester Genesee Regional Transportation Authority (RGRTA). Any such complaint must be in writing and filed with the Title VI Coordinator within one hundred eighty (180) days following the date of the alleged discriminatory occurrence. Title VI Discrimination Complaint Forms may be obtained from this office at no cost to the complainant on our website https://www.gtcmpo.org/title-vi  or by calling (585) 232-6240.
