Q1. How do I stay informed about the project?

More information about the U-5302 project U.S. 401 / Fayetteville Road in Garner will be posted to www.publicinput.com/us-401-garner in the coming months.  You may also contact the project manager, Mr. John Braxton, at 919-707-6219 or jwbraxton@ncdot.gov .

Q2. Will crosswalks be part of the design?  Pedestrians need a safer way to cross Fayetteville Road.

The synchronized street design includes a crosswalk from each side of Fayetteville Road to the island structure.  Signal timing will provide sufficient time for most pedestrians to cross from one side of the road to the center island and to the other side of the road.  If a pedestrian can reach the center island only in the cycle of one light, they can wait there safely until the next cycle. 

Q3. Can NCDOT build sidewalks into this plan?  We need sidewalks for safety and to connect our neighborhoods to retail and other greenways.

The cost of sidewalks is a joint responsibility between NCDOT and The Town of Garner.  The NCDOT is providing the sidewalk cost estimate to the Town and once the Town agrees to their share of the cost, sidewalks will be included in the project.

Q4. How can making a U-Turn in 3 lanes of oncoming traffic be safer than making a left on a green turn arrow at a stop light?

Since the time of the public meeting on August 16, 2018, NCDOT has decided to add traffic signals at the U-turns to facilitate safer and timed turns.

Q5.  How does revenue, project expenses, or costs factor into this NCDOT project?

The U-5302 project is already funded at the state level as part of NCDOT State Transportation Improvement Plan (STIP).

Q6. Will any traffic signals be part of the proposed project?

A synchronized street allows main street travelers to continue to turn left or right or travel straight, while side street travelers who wish to cross to turn left must first turn right and then make a U-turn on the main street. The lights are ‘synchronized’ so that main street travelers have fewer stops. A detailed description and image are part of the NCDOT Sychronized Street fact Sheet.

Q7.  How does a right turn and U-Turn configuration improve safety and reduce traffic congestion?

Q8. The project appears to impact my property or driveway access.

NCDOT will work with property owners to address their specific concerns during the Right of Way phase of the project, during the summer of 2019.

Q9. There are multiple projects in our town at the same time.  How are you coordinating projects so there is less impact to travel time and commute patterns?

The U-5302 project will not be reducing the number of lanes during construction. If you have specific questions or concerns, please contact Mr. John Braxton, at 919-707-6219, jwbraxton@ncdot.gov .

This project is listed as Project U-5302 in the N.C. Department of Transportation’s State Transportation Improvement Program  (STIP) and is funded for $465 million.
