Take the Survey  This 0.45-mile project will improve safety and connectivity for pedestrians, and improve access to transit facilities for pedestrians and bicycles. The project will also enhance economic development by improving congestion, mobility and access to surrounding properties. The project will construct an 8-foot-wide Shared-Use-Path along the south side of Richmond Avenue (Route 250) and along the east side of Crossing Way to the existing roundabout in the city of Staunton. The Shared Use Path will narrow to a 6-foot crossing over the CSX railway bridge. The corridor study selected the south side of Richmond Road to receive the shared-use path due to available right-of-way, proximity to Frontier Center businesses, and a wider deck on the eastbound railway bridge. Concrete barrier and fencing along the right shoulder of the eastbound bridge will separate pedestrians and cyclists from traffic lanes. All crosswalks are proposed to be high visibility with accessible signals, push buttons, and pedestrian countdown signal heads at the signalized intersections with Frontier, Frontier Center Trail, and Crossing Way. Two-stage pedestrian crossings are proposed across Richmond Road. The Richmond Avenue and Crossing Way shared-use path is Project 1 of the Richmond Road Multimodal Corridor Study conducted in 2009. The Staunton-Augusta-Waynesboro (SAWMPO) partnered with the City of Staunton, Augusta County and VDOT to identify strategies for improved multimodal connectivity, safety, and traffic operations. In 2022 Richmond Avenue had an average traffic volume of 26,000 vehicles per day. By the design year of 2035 the estimated traffic volume is 34,000 vehicles per day. In 2023 Crossing Way had an estimated traffic volume of 5,500 vehicles per day. By the design year of 2035 the estimated traffic volume is 11,200 vehicles per day. The total estimated cost of this project is $5,113,818, which includes $387,844 for preliminary engineering, $879,804 for right of way and $3,846,170 for construction. This project received funding from Virginia’s SMART SCALE program for prioritizing transportation improvements.   Benefits This project will improve pedestrian and bicycle connectivity along Richmond Avenue and Crossing Way, and access to transit facilities.   Public Outreach A design public hearing is being held for this project: Wednesday, February 21, 2024, from 4 – 6 p.m.Location: Frontier Culture Museum (Dairy Barn Lecture Hall), 1290 Richmond Ave., Staunton, VA 24401The public comment period closes on March 2, 2024. Project survey Benefits These projects will improve pedestrian safety and traffic flow along the Route 42 corridor. Public Outreach As a result of several SMART Scale applications, four projects received funding and are being bundled to construct the Route 42 (Reservoir Road) corridor pedestrian improvements and West Ox Road roundabout. The work will consist of the following: UPC: 120640 Construct median segments along Route 42 east of the Ox Road intersection and a section of median on Route 11 (Main Street). There will also be signal coordination and the addition of pedestrian crossings. UPC: 119642 Construct a roundabout at the intersection of Ox Road and Route 42 (Reservoir Road). Sidewalks will be constructed throughout the roundabout.  The new sidewalks will tie into the existing sidewalk. UPC: 124003 Construct a shared use path on southbound Ox Road from the northern Shenandoah County Fairgrounds driveway to Reservoir Road and construct a sidewalk from the driveway to Park Avenue.   About the Project  Funding to replace the Robert O. Norris Bridge on Route 3 over the Rappahannock River between Lancaster and Middlesex counties was confirmed by the Commonwealth Transportation Board in 2021, when it voted to approve the Special Structures 50-Year Long-Term Plan.  Preliminary engineering work is underway to provide the foundation for the successful design and construction phases of the project.  The Six-Year Improvement Program for FY 2023-2028, through the Special Structures allocations, included $9.9 million for preliminary engineering work necessary for the Norris Bridge replacement. An additional $5 million for preliminary engineering activities was included in the state budget.  Preliminary engineering activities that must be completed ahead of construction:  Survey work (complete)Norris Bridge site assessment (complete)Geotechnical review (fall 2022-fall 2024)National Environmental Policy Act (NEPA) review Advanced right of way acquisition  Site Assessment: A Norris Bridge Replacement Project site assessment by consultant AECOM was conducted during 2022-2023. This assessment helps VDOT determine a recommended location for the new Norris Bridge and understand how the work zone would be staged to build the new bridge and demolish the existing bridge.  Geotechnical Review: Soil samples are being gathered through spring 2024 for the geotechnical review. The geotechnical review is being completed under a contract with RS&H, Inc., with project support from SaLUT-TLB, Inc., and Whitman, Requardt and Associates, LLP. This review will help VDOT understand the foundation that the new bridge will be built upon and is necessary for the design of the replacement bridge. Minimal impacts are anticipated to vehicle traffic and boat traffic during this geotechnical review work. No lane closures will be needed on the bridge, and no navigational channel closures will be needed in the Rappahannock River underneath the bridge.  Following these reviews, the next step will be the required environmental review to comply with the National Environmental Policy Act, also known as NEPA, and the advanced right of way acquisition.  About the Bridge  The Norris Bridge carries Route 3 traffic over the Rappahannock River between Lancaster and Middlesex counties. It carries an average of 7,560 vehicles a day, and opened to traffic in 1957. It is a two-lane bridge, and each travel lane is 11 feet wide. The bridge is 1.9 miles long. Vertical clearance in the channel span for marine traffic is 110 feet. Norris Bridge, which carries Route 3 traffic over the Rappahannock River between Lancaster and Middlesex counties. Virginia Department of Transportation (VDOT) staff will deliver a presentation shortly after the meeting begins at 5 p.m. and will be available after the meeting through 7 p.m. to answer questions.  A project construction schedule and proposed design plans are not yet available. Additional public meetings and opportunities to submit public comment will be provided as the project advances.  National Environmental Policy Act (NEPA) documentation, in the form of an Environmental Assessment (EA), is being developed to evaluate the potential impacts on the human and natural environments that could result from the proposed improvements.
