Project Overview

The N.C. Department of Transportation proposes improvements to 4.4 miles of N.C. 65 & N.C. 65/87 (currently 2 and 3-lanes) between (Old) County Home Road (S.R. 2371) and U.S. 158 / U.S. 29 Business.

The project includes:

• Widening to 5-lanes between the N.C. 65/87 split and Sandy Cross Road (S.R. 1001) / Wentworth Street (S.R. 1998); 
• Adding sidewalks and a multi-use path between Old County Home Road and Peach Tree Road/Wentworth Town Park.
• The remainder of the corridor will remain as 2 or 3-lanes in width but have widened travel lanes and paved shoulders to accommodate bicycles.

•  The project will widen the roadway, add turn lanes, improve intersections and add bike and pedestrian facilities in an area with several schools, a park, community college, courthouse and several government centers.

• Other improvements include realigning and adding traffic signals at the Rockingham High School driveway / Peach Tree Road and Vance Street Extension / Gibbs Road intersections.

The project is needed to: improve capacity; reduce congestion, improve multi-modal access and connectivity, and improve safety by realigning some intersections and adding traffic signals.

Project History

The need for improving N.C. 65/87 has been identified in various studies and transportation and land use plans prepared by NCDOT, Piedmont Triad Regional Planning Organization (PTRPO) and Rockingham County dating as far back as 1997.

In 2014, PTRPO ranked the project 4 out of 15 in terms of regional importance (referring to it as TIP No. R-3414 and dividing the project into three sections – A, B and C).  Sections A (western end) and B (middle portion) were officially approved for state funding in the 2017-2028 State Transportation Improvement Plan (STIP) and the project was renumbered to TIP R-5766. In 2018 an Express Design Feasibility Study looking at widening the entire corridor to 4 or 5 lanes was prepared for all three sections. 

In 2019, Section C (eastern end) was added to the project in the STIP, and planning and environmental reviews began. The project was put on hold by NCDOT from 2019 to 2021along with most others across the state. The project was restarted in 2021.  In response to the forecasted traffic volumes in the corridor, NCDOT revised the project to only add travel lanes (i.e., widen to 5-lanes) to the portion of the project from the NC 65/87 split to Sandy Cross Road. The segment of the corridor between Old County Home Road and NC 65/87 split was identified to need bike and pedestrian facilities but not additional travel lanes. The remaining portion of the corridor (east of Wentworth Street/Sandy Cross Road to U.S. 158 / U.S. 29 Business) was identified for modernization only - increasing lane widths and adding paved shoulders to accommodate bicycles.
