Project Overview

The North Carolina Department of Transportation, Highway Division 4, is proposing to replace the Bridge over Black Creek (Holt’s Lake) on U.S. 301/N.C. 97 (Brightleaf Blvd) in Smithfield, Johnston County. The existing bridge was built in 1926.  Surveys conducted by the NCDOT Structures Management Unit (S.M.U.) indicate that components of the concrete superstructure and substructure have experienced an increasing degree of deterioration and are no longer feasible to address through maintenance activities. 

The proposal includes replacing the bridge with a new structure on a partial realignment to the east.The project will utilize staged construction to replace the bridge and maintain traffic with a temporary bridge.

Additional improvements include the relocation of the DMV parking lot on the south side of the bridge to provide a greater buffer area for vehicles exiting the bridge to make a left-turn into the parking lot. The typical section on U.S. 301/N.C. 97 (Brightleaf Blvd) will remain a two-lane, undivided road with a center turn lane.
