The Agenda Briefing will also be streamed to to the City's YouTube Channel and broadcast on Spectrum Channel 193.Pursuant to NC General Statutes sec. 143-318.13 and City Council Rules of Procdure 36(b), the Agenda Briefing Meetings will be held virtually.     A Budget Worksession will be held at 2:30 p.m. on March 26 in Council Chambers. Public comment is not accepted at worksessions. Watch the livestream of the worksession at the link above. Scroll to the bottom of the page.   On March 26, City Council will meet in-person at 5 p.m. in Council Chambers, second floor of City Hall, 70 Court Plaza, Asheville, N.C. Persons wishing to speak live at the 5 p.m. meeting will be required to attend in person, and are required to sign up at the door.      Parking Available Free parking will be available in the two city employee parking lots along Marjorie Street after 4:30 p.m. the day of the meeting (55 Valley Street and 17 Marjorie Street).   Face Coverings in Public Spaces Face coverings are no longer required in public indoor spaces. For City of Asheville buildings, we will no longer require face coverings. However, public health officials still strongly recommend wearing them especially in crowded indoor spaces. To be clear, the public will no longer be required to wear face coverings in City of Asheville buildings but will be encouraged to wear them.   Interpretation Available Upon Request If you want to participate in person at the City Council meeting on March 26 and need interpretive services at that meeting, please use this form to request services by 5 p.m. on Friday, March 22, 2024.   Presentations at the Meeting For those wishing to make a slide or PowerPoint presentation at a formal meeting of City Council, the presentation must be submitted to Maggie Burleson at mburleson@ashevillenc.gov by Noon the day before the formal meeting.    Public Comment at the Meeting Individuals have up to three minutes to speak to City Council.  A person representing a group of three or more persons (speaker plus three others - total of four) present in the Council Chamber has up to 10 minutes to address City Council. Welcome to the March 9, 2021 Asheville City Council Virtual Meeting.  Link to Council Agenda web page Pre-Meeting Public Comment Persons wishing to speak during the meeting must sign up in advance using an online form found at ashevillenc.gov/comments or by calling the City Clerk's Office at 828-259-5900 no later than 9 a.m. Tuesday, March 9.   Pre-Meeting Voicemail Comments All voicemail public comments must be received by 9 a.m. March 9 by calling the city's toll-free Public Input line at 855-925-2801, meeting code 7728. Before commenting , please state your name, city of residence, and the item on which you are commenting (examples: Consent Agenda Item A, Public Hearing Item B, Open Public Comment). Voicemail comments will be limited to three minutes per person per item. All voicemail comments must conform to City Council rules of Decorum found at this link. Those voicemail comments that do not may be excluded. City Council will receive the transcribed voicemail comments and the comments will be posted, but they will not be heard during the Council Meeting.   Pre-Meeting Written Comments Comments can also be submitted by email at this address: AshevilleCityCouncilMar092021@PublicInput.com For public hearing items, emails will be accepted for up to 24 hours after the close of the public hearing. Your phone will be muted but you will be able to hear what is happening in the meeting.Watch the live stream at the bottom of this page.In addition to the livestream on this page, a live stream is also available on the City's YouTube channel at youtube/cityofasheville.You may also watch on Charter/Spectrum Cable channel 193 and on AT&T U-Verse channel 99.     Comment During the Live Meeting Because the upcoming City Council meeting will be a remote participation meeting, and to allow staff time to assist community members in preparing for such a meeting format, persons wishing to speak during the meeting must sign up in advance using an online form at ashevillenc.gov/comments or by calling the Clerk’s office at 828-259-5900, no later than 9 a.m. on Tuesday March 9, to add their names to the list of speakers.   Important Information Regarding Speaker Sign-UpIn order to be added to the list of speakers, an individual must provide his/her name, area of residence, phone number the caller will use to listen to the live meeting and join the speaker queue, the item the individual is commenting on (Examples:  Consent Agenda C, Public Hearing A, Open Public Comment), and an alternative form of contact (for example: text number, email address or a different phone line if a landline will be used to call into the meeting). City staff will use the “phone number the caller will use to listen to the live meeting and join the speaker queue” to manage the speaker queue. The “alternative form of contact” in the sign-up form will be used to provide technical assistance during the meeting if needed. Directions will be emailed once a person signs up through the online form or by calling the City Clerk's Office (see above). Each speaker will need to listen to the meeting through the live phone application by calling 855-925-2801, meeting code: 7728. Callers who have signed up to speak should press “*” and then “3” to join the speaker queue during the meeting. This can be done as soon as you call in and must be done at the beginning of the agenda item you are commenting on to ensure a smooth public comment session.Each speaker is allotted three minutes to speak for up to one hour for each agenda item. The Mayor or presiding officer may, at his/her discretion, increase or decrease this time allocation depending on the number of speakers. A speaker may speak only if they have signed up to speak in accordance with these procedures. All speaker names will be displayed when speaking.  In order for speakers to know where they fall in the caller queue, the speaker list (name only) will be posted in the documents section on this page by noon on March 9.The Clerk will deliver the list of those persons who signed up to speak to the Mayor or presiding officer before the beginning of the meeting. Persons wishing to speak live at the 4 p.m. meeting will be required to attend in person, and are required to sign up at the door.      Parking Available Free parking will be available. Pull a ticket from the kiosk when entering the garage. Take the garage ticket into the meeting with you.Obtain a barcode. Please ask the person at the public comment sign-in desk for a free parking barcode (sticker) upon either entering or departing the meeting. Place the barcode sticker on the back of the parking garage ticket. (*You do not have to be participating in public comment to obtain a barcode.)Exiting the garage without charge. At the departure kiosk, first, scan the standard parking ticket barcode located on the front of the ticket. Then scan the sticker barcode you received at the Council meeting sign-in desk (the sticker you placed on the back of your ticket). To our West Asheville neighbors in the Sulphur Springs Road area: Stormwater improvements are coming your way.  The City of Asheville Public Works Stormwater Division has an installation coming up along Sulphur Springs Road, just past the recently renamed Lucy S. Herring Elementary School. This work is being done in advance of City bond project repaving as a system improvement and efficiency cost-saving measure. Here is what’s happening and how it may affect you:   What: This $1 million project will include installation of new drainage structures and pipes, as well as upgrading a smaller existing stormwater system in order to improve drainage and reduce flooding on the roadway.  MSD is coordinating with Stormwater to upgrade their pipes ahead of the paving project as well.    Where: The project will span the right-of-way along Sulphur Springs Road from Lucy S. Herring Elementary School to just past Carrier Street. Clinton Avenue, Covington Street and Belmont Avenue will also have infrastructure installed near their intersections with Sulphur Springs Road.      When: The project will go out for bid in May, with construction to begin this summer.   Traffic impacts: Lane closures due to construction will impact traffic in this project area. We ask for your patience in advance. Nearby residents may wish to reroute when possible during weekdays when active construction is happening. The City will make every effort to notify residents in the construction zone prior to traffic impacts.   Environmental enhancements: This stormwater project will include streambank repair in this area to correct erosion. Please scroll down to give us feedback in advance of the construction.   About Stormwater Services The City’s stormwater program is a requirement established by the federal government’s Clean Water Act (CWA), which is dedicated to implementing broad-based watershed strategies to reduce water pollution.  The federal government requires the City of Asheville, and all similarly-sized U.S. cities, to create and maintain stormwater programs in an effort to protect surface waters from the impacts of stormwater pollutants and runoff. Stormwater fees collected in the combined utility statement help fund projects such as this one.

The purpose of the Asheville Buncombe Riverfront Commission (ABRC) is to recommend to the City and County an overall policy for the continued development and sustainability of the regional riverfront. The Commission provides recommendations to the City and County for effective management of the public resources for the districts, and actively pursues and assists private sector investments in the districts. Asheville Downtown Commission

The Asheville Downtown Commission was created by City Council for the sustainability and continued development of downtown - a vital urban center of western North Carolina's economic, cultural and visitor activity. The Downtown Commission provides City Council with recommendations on Downtown policies and programs. In addition, Downtown Commissioners fill 3 out of 9 seats on the City’s Design Review Committee, which reviews development projects within the Central Business District, the River Arts District and hotel projects outside of those areas. Asheville Regional Housing Consortium Board

The Asheville Regional Housing Consortium (ARHC) consists of contiguous units of general local governments that come together to qualify for a direct allocation of HOME funds from the US Department of Housing and Urban Development (HUD). This creates an opportunity for these jurisdictions to take a more regional, collaborative approach to meeting their affordable housing needs. The Consortium region consists of the City of Asheville, Buncombe County, Henderson County, Transylvania County, and Madison County. The ARHC has chosen the City of Asheville, the participating jurisdiction “PJ”, as the “lead entity”. The Civic Center Commission consists of nine voting members; seven voting members shall be appointed by the City Council and two voting members shall be appointed by the Buncombe County Board of Commissioners. The term of office is three years. Civil Service Board

The Civil Service Board consists of five members: two appointed by City Council (which must be city residents), two elected by members of the Classified Service, and one member appointed by the other four members of the board. Historic Resources Commission

The Historic Resources Commission (HRC) was created in 1979 through a local ordinance adopted by both the City of Asheville and Buncombe County pursuant to the North Carolina General Statutes. The joint city/county commission consists of 12 members, with 6 appointments from each jurisdiction. All members have equal voting rights and serve 3-year terms. No member may serve more than two consecutive terms. Homeless Initiative Advisory Committee

The Asheville-Buncombe Homeless Initiative Advisory Committee (HIAC), a joint committee of Asheville City Council and Buncombe County Commission, is composed of not more than 16 members representing various focus areas or agencies related to homelessness. The term of office is 3 years.The Homeless Initiative Advisory Committee also serves as the governance board for the NC-501 Asheville-Buncombe Continuum of Care. The Continuum of Care is a program of the US Department of Housing and Urban Development that guides local communities in effectively responding to homelessness as a unified system. As the governance board for our community’s Continuum of Care, HIAC is responsible for creating, implementing, and evaluating policies and strategies and steering federal resource allocation to most effectively end homelessness in Asheville and Buncombe County.This committee worked closely with the National Alliance to End Homelessness throughout their project on Understanding Unsheltered Homelessness and is currently forming work groups and developing implementation plans in response to recommendations delivered by the Alliance. Noise Advisory Board

The City of Asheville consists of a unique and diverse makeup of residents, tourists, businesses, organizations, and institutions - all are protected by the city’s noise ordinance from excessive noise that degrades quality of life. An updated noise ordinance became effective on September 15, 2021 following a two-year public engagement process to develop just, fair, clear, enforceable and effective measures to control excessive noise. The updated ordinance also established the Noise Advisory Board to provide City Council with periodic updates and suggestions for future ordinance revisions. Public Art and Culture Commission

The Public Art and Culture Commission (PACC) is responsible for promoting and maintaining art displays in public buildings and public spaces in the City of Asheville. The Commission assists in bringing public art into public spaces, is responsible for approving the site and content of public art and recommends to City Council works of art for acceptance. They inform residents and visitors of Asheville about public art and engage public art as a major attraction for artists, cultural tourism, and economic development to advance The City of Asheville as an “arts destination.” The Commission is also responsible for developing a procedure for the selection of art/ or artists, which will include public input as well as appropriate staff review. The PACC shall follow its Public Art Policy and Implementation Guidelines as modified and/or amended every five years.
