All comments received outside these formal public comment periods, regardless of the topic, are compiled into a monthly report and presented to the RTC in advance of its next regularly scheduled meeting. Broadband as a Transportation Service 
On December 4, 2023, NCTCOG hosted the Municipal Stakeholder Broadband Roundtable to discuss the current state of public investment of internet service technology and internet training programs in their communities. Several members of the 16-county region attended and, along with NCTCOG staff, developed suggested steps to increase municipal broadband activities in the region. Details about these steps will be presented.

Recent Grant Awards for Hydrogen and Electric Vehicle Infrastructure Projects
NCTCOG was recently awarded several grants from both the Federal Highway Administration and the Joint Office of Energy and Transportation to support the transition to zero-emission vehicles in the region and beyond. The funding will be used to repair and replace electric vehicle (EV) chargers, build hydrogen refueling stations throughout the Texas Triangle and to develop a resilient EV charging plan for the Dallas-Fort Worth area focused on power failure. Staff will present details about each of the grants as well as plans for implementation.

Dallas-Fort Worth Air Quality Improvement Plan (DFW AQIP)
Local governments in the region are collaborating with NCTCOG to develop the Dallas-Fort Worth Air Quality Improvement Plan (DFW AQIP), a regional plan to improve air quality, protect public health and address extreme weather events. The development of this plan is supported through a grant from the Environmental Protection Agency’s Climate Pollution Reduction Grants. Staff will provide an update on plan development and request feedback.

Bike to School Day
Bike to School Day is May 8, 2024! NCTCOG will hold raffles for fun, safety-themed giveaways and new bicycles to generate interest and excitement for students at participating schools. Staff will provide an overview of Bike to School Day and how schools can participate in this promotion.  


Changing Mobility: Data, Insights, and Delivering Innovative Projects During COVID Recovery 
Due to a significant decline in transit ridership during the COVID-19 pandemic, NCTCOG staff has continued to collaborate with regional transit agencies to prioritize rider safety and restore user numbers. Staff will present an update on this partnership as well as current ridership numbers.

Modifications to the FY2024 and FY2025 Unified Planning Work Program
The Unified Planning Work Program (UPWP) for Regional Transportation Planning provides a summary of transportation and related air quality planning activities to be conducted in North Central Texas. Start of 2024 Ozone Season
March 1st marks the beginning of the 2024 ozone season for North Central Texas nonattainment areas. The region remains in nonattainment for both the 2008 and 2015 National Ambient Air Quality Standards (NAAQS) for ozone. An update will be provided on overall regional air quality, including measures put in place to reduce emissions.

DOE Multimodal Delivery Project
The North Central Texas Council of Governments (NCTCOG) is participating in a City of Arlington led effort to test and evaluate new mobility options to deliver essential food items to individuals who are mobility challenged, historically disadvantaged, or lack a reliable means of transportation. These deliveries will be made by a combination of vertical take-off and landing (VTOL) drones, 6-foot-long battery powered drones that can carry nearly nine pounds, and autonomous delivery robots with a cargo bay. Regional Smoking Vehicle Program (RSVP)
Since 2007, the RSVP has allowed North Central Texans to help improve air quality by anonymously reporting vehicles emitting visible smoke and pollution. Educational material and information on how to report a smoking vehicle is available upon request. More information:

Vehicle Incentive & Funding Opportunities

NCTCOG maintains a list of funding opportunities and incentives for projects that reduce air pollution from vehicles or help improve energy efficiency. Examples of projects include, but are not limited to, replacing older vehicles, purchasing new electric vehicles or building alternative fuel infrastructure. Eligible recipients can include citizens as well as companies or fleets. More information: nctcog.org/aqfunding.
